RAAT – Asbestos Survey Before Works
NextRoad carries out asbestos surveys before works (RAAT) on roads, roadways, transport infrastructure and civil engineering structures, in accordance with NF X46-102.
Is an asbestos survey before works (RAAT) mandatory?
Since 1 July 2026, the asbestos survey requirements before certain operations apply to the civil engineering structures, transport infrastructure and networks covered by the Order of 4 June 2024.
The client commissioning the works must have materials and products containing asbestos that may be affected by the works identified before the operation begins.
The survey must be carried out in accordance with NF X 46-102:2020.
In which cases should an RAAT be carried out?
The asbestos survey before works is carried out prior to an operation when the works may affect materials or products containing asbestos.
NextRoad operates in particular on:
Roads & runways
Runways, taxiways, aircraft stands, circulation routes and platforms
Airports
Runways, taxiways, aircraft stands, circulation routes and platforms.
Port infrastructure
Unloading docks, industrial and port platforms.
Active mobility
Cycle paths, sidewalks, pedestrian areas, car parks and urban developments.
What does an RAAT look for?
The purpose of the survey is to identify and locate materials and products that may contain asbestos and may be affected by the planned works.
✓ bituminous mixtures and pavement materials,
✓ road surfacing materials,
✓ structural elements (joints, mortars, etc.),
✓ associated equipment and infrastructure,
✓ any material within the scope of the works that may contain asbestos.

FAQ
Is an RAAT mandatory for all road works?
Yes, when the works fall within the scope of the regulations applicable to the infrastructure concerned. Asbestos surveys before works apply in particular to transport infrastructure, including roads and motorways. The Order of 4 June 2024 provides for these requirements to come into force on 1 July 2026.
For road pavements, NF X 46-102 sets out specific provisions, notably in Annex A.
Who should carry out the RAAT?
The RAAT is carried out by a competent and SS4-trained asbestos survey operator, working independently. The operator defines the investigation strategy based on the works programme, the scope of the project and the characteristics of the structure.
Who is concerned by the Asbestos Survey Before Works (RAAT)?
The RAAT concerns the client commissioning the works (donneur d’ordre) when the works fall within the scope of asbestos regulations. The client must have the survey carried out before the works begin by a competent and independent operator, and then incorporate the results into the site preparation process.
What are the penalties for failing to carry out an asbestos survey before works?
The absence of an asbestos survey or failure to comply with regulatory asbestos requirements may result in the liability of the parties concerned and expose the client commissioning the works to administrative and/or criminal sanctions provided for under the regulations in force.
The client commissioning the works must therefore ensure that the required survey is carried out before the works begin, by a competent and trained asbestos survey operator working independently.
When should an RAAT be carried out?
The RAAT must be carried out before the works begin, when the operation falls within the scope of the asbestos survey requirements. It is defined based on the works programme and scope in order to identify the areas and materials that may be affected by the works.
What is the validity period of an RAAT?
The RAAT is linked to the works programme and scope for which it was carried out. If the project changes or works involve areas not covered by the initial survey, additional investigations or a new survey may be required.
